Kelly Boyer

Kelly Boyer joined the Rose Community Capital team in July, 2017 as Managing Director for the west coast.  Prior to joining Rose Community Capital she served as the HUD Los Angeles Multifamily Hub Director where she lead a team that pioneered the 223(f) LIHTC Pilot program and the HUD 202 prepayment program. Products include FHA insured financing for multifamily housing, nursing homes, hospitals, and skilled memory care facilities.  As a relationship banker, Kelly engages in lending activities throughout the United States; she goes where her clients go.  Prior to that, Kelly was the FHA Multifamily/MAP Director for Citibank, N.A. where she obtained the FHA license for the bank and integrated the FHA multifamily lending platform into the bank’s other services.  Prior to joining CCC, Kelly was the Owner and Manager of K2U, LLC an independent consulting services company specializing in HUD multifamily and public housing redevelopment, HUD rental assistance programs and FHA financing. Kelly has a particular focus upon affordable deals with FHA financing and layered secondary sources such as LIHTCs, Bonds, RD, HOME and CDBG as well as local sources of funding. Prior to starting her own company, Kelly was a partner in a California based development company that focused upon the acquisition, rehab and preservation of HUD rental assisted projects with LIHTCS and bonds.

Kelly is the former Director of HUD’s Los Angeles, California, Multifamily hub and left the office in mid-2012. During her tenure at HUD she assisted the Department with aligning FHA resources to work more closely with LIHTCs and other sources of financing; worked closely with state agencies to remove obstacles to FHA financing on affordable transactions; was a key member of the FHA Commissioner’s Risk Mitigation team revising FHA underwriting standards; was an original member of the FHA National Loan Committee; and assisted in the development of key preservation programs; such as the §236 prepayment process and preservation program; and, the FHA LIHTC Pilot Program.

He is a thought leader in the multifamily housing industry with more than 30 years of experience. Prior to joining Rose Community Capital, he served as Senior Loan Analyst for the Multifamily Guaranteed Loan Division at USDA Rural Development National Office.

Edgar Morales

Morales is a thought leader in the multifamily housing industry with more than 30 years of experience. Prior to joining Rose Community Capital, he served as Director of Rural Housing Services and FHA lending programs at Bonneville Multifamily Capital. Prior to joining Bonneville, Edgar served as a Senior Loan Analyst for the Multifamily Guaranteed Loan Division at USDA Rural Development National Office. He has also served a MAP Senior Underwriter for HUD, where he was directly responsible for underwriting and closing HUD’s fist transactions under their FHA Tax Credit Pilot and Rental Assistant Demonstration (RAD) programs.

Prior to HUD, Edgar served as Program Coordinator for the California USDA Rural Development State office, providing funding opportunities for developers in new construction and preservation of affordable housing.   

While working in CA Edgar served as an expert panelist and trainer for many major lending institutions and has served as a guest presenter for Fannie Mae, the FDIC, The United Way, and The California Coalition for Affordable Housing (CCAH), The Cities of Fresno, Salinas, Greenfield, Santa Clara, Soledad, and Gonzales. His Market knowledge and Technical experience has been sought by many State Agencies and Housing Advocates on a Nationwide level. 

His real estate finance experience began while working in the private sector. Edgar served on the board of Directors for the California Association of Realtors (CAR) 1997- 2000. In 1998-2000 he also served as a Director for the Santa Clara Association of Realtors, where he was a member of the Ethics & Standards committee and the Housing Affordability Committee.  

He has worked in the loan origination and loan underwriting in both private and public sectors and has assisted developers & Communities in obtaining Funding assistance from local governments both State and Federal. The background and experience he gained in the private sector were instrumental when hired with the Federal Government as he was quickly was able to bridge between public and private sectors, aligning the lending community and demystify the processes of using federally insured programs for Developers. 

Edgar’s 29+ years in the Industry has given him a vast background which enables him to provide borrowers with a deeper understanding of leveraging public-private resources needed for today’s complex Multifamily transactions. His philosophy is that, through transparency and communication, Developers and property owners will have a better experience working with Federal and State programs, which in turn allows them to have a better borrowing experience.

As a Community Partner and Lender, Edgar continues to offer his technical knowledge and market experience to Developers, Housing Advocates and Partners throughout the Industry. He has both the passion and a strong grasp of the markets and trends. His established relationships with the Real Estate community, Developers and with Federal & State agencies enables him to serve communities in providing Sustainable housing.

Anita Brinkman

Ms. Brinkman joined Rose Community Capital in 2017 as the result of the Jonathan Rose Companies’ acquisition of the Forest City portfolio. Ms. Brinkman has more than 20 year- experience managing the servicing and reporting of the Ginnie Mae and Bridge Loan portfolios. Ms. Brinkman previously worked for Forest City Capital Corporation as an assistant loan servicing and reporting manager.  She was also a Bookkeeper at Mountaineer Tile Agency. Ms. Brinkman received an Associates of Arts and Science from Tri-C Community College.

Kathy Lizanich

Ms. Lizanich joined Rose Community Capital in 2017 as the result of the Jonathan Rose Companies’ acquisition of the Forest City portfolio. Ms. Lizanich has more than 20 year- experience in commercial account. Kathy assists with the daily loan servicing and monthly reporting. She is the primary accountant for Rose Community Capital’s overhead operations. Prior to Rose, Kathy was the financial analyst for Forest City Capital Corporation. A Cleveland State University graduate, she received a Bachelor’s in Business Administration with a major in accounting in 1995. Her hobbies include baking, sewing, music, and home improvements.
